just called Conservation.  They advised that they are late this year and that they will be sending them out at the start of November and that the payment will be due at the end of November 2009.

I was just wondering if anyone had received their fee/service fee statement.  I have not yet and they are alway due at the end of October and I am worried that perhaps mine has gone missing in the mail.
